Our Elected Officials

Mark Kaczynski, Mayor

Mark Kaczynski has dedicated the last eight years to serving as Berlin's mayor. He has a long tenure on the Planning and Zoning Commission for 16 years. A lifelong resident of Berlin, he is married to Faith and is the proud father of their son, Matthew. Mark's educational journey includes a BA from the University of Connecticut and a JD from Pepperdine University School of Law. With a distinguished -year career as a special agent and attorney with the United States Department of Justice, Drug Enforcement Administration, he now serves as the Director of Security for a local company.

Charles Paonessa, Town Council

Charles Paonessa has dedicated ten years to serving on the Town Council, currently holding the position of Deputy Mayor. As the owner of URA Construction, he brings valuable experience from the heavy construction. Charles, along with his wife Lecia, is proud to be a father to four sons and a grandfather to ten. Passionate about his community, he is committed to safeguarding the interests and finances of all Berlin citizens and is eager seek a fifth term on the Town Council.


Donna Veach, Town Council

Donna Veach is a dedicated public servant currently serving as a Berlin town councilor and the  State Representative for District 30, which encompasses Berlin, Kensington, and Southington. With a strong background in community engagement, she also the Development/Marketing Director for the New Britain Youth Museum and Hungerford Nature Center. A lifelong resident of Connecticut, Donna moved to Berlin over 30 years ago with her husband, Jeff, where they raised their three daughters. Her previous experience includes chairing the Berlin Youth Services Advisory Board, and she currently contributes to the Education, Judiciary, and Planning & Development Committees in the state legislature.


Sandra Coppola, Town Council

Sandra Coppola and her husband Chris have proudly operated Triple Bar C Performance Quarter Horses since moving to South Kensington in the fall of 2010. With a Bachelor's Degree in Business Administration and a Master's Degree in Health Care Administration from the University of New Haven, Sandra brings over 35 years of experience in the healthcare industry. She has dedicated the last six years to serving on the Board Directors for the Connecticut Medical Group Management Association and has actively participated in various local committees, including the Zoning Board of Appeals and the Planning Zoning Commission in Berlin, where also chaired the Berlin Republican Town Committee for six years.

Paul Argazzi, Board of Assessment Appeals

Meet Paul, a dedicated lifelong resident of Berlin and a proud father to AJ and Abby. With a strong education from Colby College and Western New England College School of Law, Paul has made significant contributions to his community through various leadership roles, including serving as a current member of the Board of Assessment Appeals and past Mayor. His commitment to public service is evident in his involvement with the Berlin Town Council, multiple Charter Revision Commissions, and as a volunteer coach for local youth sports. Outside of his life, Paul enjoys guiding young scouts and actively participates in community.

Dave Rogan, Police Commission

Dave is a dedicated resident of Berlin, having called it home for nearly 40 years. As the President of the CT Chapter of the West Point Parents Club, he actively engages with the community. His previous role as a Wetland Commissioner and current position as a Police Commissioner reflect his commitment to the town. Dave finds great fulfillment in his work, building strong relationships with the honorable men and women of law enforcement, and he takes pride in the commission's achievements, such as implementing a new pension for officers and enhancing the department's facilities.
